许瑞忱是黑龙江省桦南县人，1947年入伍，同年9月加入中国共产党。解放战争时期，他历任学员、干事等职，参加了解放长春等战役战斗。新中国成立后，他历任干事、助理员、科长、副处长、处长、研究所副政委兼政治部主任，基地政治部副主任、政治部主任、政委，国防科工委政治部副主任等职，为部队革命化、现代化、正规化建设作出了贡献。
